Sean Phillips
Sean Phillips is a more extreme member of The Local 504. His methods are more unorthodox and generally more violent. He has a band of members that stick with him and seldom socialize with others. Steve Bishop has, for the most part, been able to keep him in check, but Sean Phillips has his ear and is constantly trying to influence a more radical approach to the resistance.
